Solved: How do I fix Samsung Galaxy S9 error message with blinking down arrow “Downloading English (US) Update. Waiting for network connection”?

I keep on getting the following error message on my Samsung S9 phone. A little cycling down arrow appears and the message associated with it is Downloading English (US) Update. Waiting for network connection. I have select the Do not auto-update languages for Offline speech recognition. This works for a short time and then the error message comes back. How do I stop it permanently?

Step 1: Navigate to the Settings app on your Samsung Galaxy S9 and tap on it.
