“Setup incomplete because of a metered connection” shown under the Bluetooth manager window when you pairing a device and already set up the Internet Connection as Metered, so Windows 10 is not connecting to the Internet.
Look in the Settings > Devices > Connected devices, all connected device effected including printer, SmartTV, and Bluetooth devices. Windows is using the metered connection to get the device info and drivers whatever it needs to complete the setup.
Follow below solution steps to resolve setup incomplete issue.
Solution 1: Enable Download over metered connections
Step 1: Go to Settings > Devices > Bluetooth & other devices.
Step 2: Toggle on or check the Download over metered connections. This setting will apply to all the connected devices on metered connections including Bluetooth devices which are not listed on the page.
Step 3: Restart your PC.
Remark: Once you’ve finished downloading devices updates, you can turn this setting off to avoid unexpected charges when you’re on a metered network.
Step 4: If this error shows again after you changed the settings, it is possible that the new Windows Updates reset the settings to off, simply re-apply these steps to fix this error or you can try to pause the Windows Updates for 7 days under Settings > Update & Security > Windows Update.
Solution 2: Enable set as metered connection
While in Devices and Printers, if a message appears stating Setup incomplete because of metered connection error, follow the instructions below:
Step 1: Select Start > Settings > Network & Internet.
Step 2: Click on the Change connection properties.
Step 3: Toggle off the option of Set as metered connection.
Remark: This setting might be turned back on when you connect to Wi-Fi. Some applications may work differently to reduce usage when they are connected to this network.
Tip: Create a Bluetooth Settings Shortcut
If you’d prefer not to leave the Download over metered connections setting turned on, you may like to consider to create a shortcut to the Bluetooth settings on your desktop. Uniform Resource Identifiers allow you to create shortcuts to many Windows settings.
Step 1: Right-click on your desktop and choose New > Shortcut.
Step 2: Copy and paste the following into the shortcut location box:
Step 3: Press Next button and name the shortcut.
Step 4: Click the created shortcut will quickly open the Bluetooth settings to turn the Download over metered connections setting on and off.
