Problem Symptom
When attempting to install Windows 11 on ESX for example vSphere 6.7, error “This PC can’t run Windows 11” will show and prevent to proceed the installation. “This PC can’t run Windows 11” error probably caused by the installation environment not fulfill the RAM, CPU, or storage requirements especially TPM 2.0 chip. You can either bypass TPM 2.0 requirement or install a virtual TPM 2 chip.

Follow the below solution steps to bypass TPM 2.0 requirement for Windows 11 to fix “This PC can’t run Windows 11” error.
Step 1: Press SHIFT+F10 (or Fn+Shift+F10 on a mac) to open a command window.
Step 2: Type regedit and press the Enter key to open the registry editor.
Step 3: Navigate to HKEY_LOCAL_MACHINE > SYSTEM > Setup
Step 4: Create a NEW KEY called LabConfig.
Step 5: Create a new 32 Bit DWORD object.
Step 6: Name the new key called ByPassTPMCheck and assign a value of 1.
Step 7: Close the registry editor.
Step 8: Type exit to close the command window.
Step 9: Click on the cross icon located at top right corner to close the error window. You will be asked to confirm that you want to exit.
Step 10: The Windows 11 setup will restart, and progress normally.
