This article describes that if new certificates are uploaded in FortiNAC/FortiNAC-F under each category like Admin UI, Persistent Agent, Portal, etc. and this is done by uploading new certificates at one place, restarting the service and copying the certificates at other places using the copy from the source option.
This time the restart service option is not available/visible due to which the certificate error persists.

Solution
If the screen appears like this:
Go to System > Feature visibility > Disable legacy View architecture > Save.
Go back to System > Certificate Management and now, the restart service option will be visible at the top which can be used after certificates have been uploaded/copied from the source for each category.
