We are introducing capacity enforcement for agent flows in Microsoft Copilot Studio. This change will be introduced to environments without sufficient Copilot Credits or pay-as-you-go billing, starting with early release cycle environments on February 16, 2026, and environments in other regions in March 2026.
How does this affect me?
This enforcement prevents new agent flow runs from starting successfully until capacity is increased or reset. Additionally, agent flow authors will see a warning at design time if there is insufficient capacity.
Please note that prepaid credit usage is tracked monthly and resets on the first day of each month. Test runs and flow runs started from agents by users with a Microsoft 365 Copilot license are not subject to this restriction.
What action do I need to take?
This message is for awareness only. However, to avoid service disruption, we recommend reviewing your Agent flow actions and Copilot Credit consumption by navigating to Power Platform admin center – Licensing – Copilot Studio.
