Step 1: Start Steam client.
Step 2: Go to Library tab.
Step 3: Right-click Fallout 4 and click on Properties.
Step 4: Navigate to Local Files tab and click on Verify Integrity of Game Files button. Steam will start to compare the manifests and verify the integrity of your game.
Step 5: Restart Steam after the process completed.
Solution 2: Running in compatibility mode
Step 1: Start Steam client.
Step 2: Go to Library tab.
Step 3: Right-click Fallout 4 and click on Properties.
Step 4: Click on Local files tab > Browse local files.
Step 5: Locate the game file fallout4.exe, right-click it and select Properties.
Step 6: Go to Compatibility tab and check the option Run this program in compatibility mode for: and select Windows 8. Also check the box Run this program as an administrator.
Step 7: Press Apply to save changes and exit.
