Solution
Sometimes, there is a mismatch between the CPUs showing in the system and those appearing in the license. With the below commands, one can check and adjust accordingly.
To check how many CPUs are used:
# execute cpu show
To add CPU:
# execute cpu add 1
To check the license:
# diagnose debug vm-print-license
